程起天霖1996年出生于台湾，2021年本科毕业于切尔西艺术学院（Chelsea College of Arts），现工作与生活在台湾。程起天霖时常通过油画进行创作，他的绘画挖掘捕捉抽象与具体化之间存在的不稳定性。其创作开凿现实与虚幻的空隙，画面效果十分朦胧且笔触平缓模糊。在艺术家的创作主题中，由记忆、梦境、文化和集体意识塑造的共同叙事描绘了在人造和自然世界中人类存在的寓言。绘画中的形式充当了有形和无形、可见和可感知领域之间的中介，像是一座桥梁般，连接着已被预设的物质世界与无限广阔的思维国度。
